Our Verdict

The USGA and R&A limit you to 14 clubs. Most golfers carry: driver, 3-wood, 4-hybrid, 5-9 irons, PW, GW, SW, LW, and putter. The smart play: drop the club you hit worst and add the club that fills your biggest distance gap.

The maximum number of clubs allowed in a golf bag is 14 — that is a USGA and R&A rule, not a suggestion. Carrying 15 or more results in a 2-stroke penalty per hole in stroke play (maximum 4 strokes) or loss of hole in match play. But the more interesting question is not how many you CAN carry — it is which 14 you SHOULD carry. This guide covers the rules, recommended setups by handicap, and which clubs most golfers should drop or add. For the distance each club should hit, use our club distance calculator and distance chart. Last updated: June 2026.

The 14-club rule

Rule 4.1b of the Rules of Golf: a player must not start a round with more than 14 clubs, or add clubs during the round if they started with fewer than 14 (unless replacing a damaged club under specific conditions). Penalty for violation: In stroke play, 2 strokes per hole where the violation occurred, maximum 4 penalty strokes per round. In match play, deduct one hole from the match for each hole where the violation occurred, maximum 2 holes. There is no minimum — you can play with 1 club if you want. Some golfers deliberately play with 7-10 clubs for simplicity (common in scrambles and casual rounds).

Standard 14-club bag setup

The most common setup for a recreational golfer: Woods (2): Driver + 3-wood Hybrids (1-2): 4-hybrid (or 3-hybrid) Irons (5-6): 5-iron through 9-iron (or 6-iron through 9-iron if you carry an extra hybrid) Wedges (3-4): Pitching wedge, gap wedge (50°), sand wedge (54-56°), lob wedge (58-60°) Putter (1): Blade or mallet This setup gives you 14 clubs with even distance gaps from 100 to 250+ yards. For the distance each club should produce, see our distance calculator.

Recommended setup by handicap

High handicapper (20+): Drop the 3-iron, 4-iron, and lob wedge. Replace with 5-wood and 5-hybrid. High handicappers hit hybrids and fairway woods much better than long irons, and rarely need a lob wedge (the sand wedge covers greenside shots). See beginner sets and irons for high handicappers. Mid handicapper (10-20): The standard 14-club setup works well. Consider dropping the lob wedge if you rarely use it and adding a 7-wood for versatility from the fairway and rough. Low handicapper (under 10): Customize based on your course. Links courses: extra fairway wood, drop a wedge. Target golf courses: extra wedge, drop the 5-iron (replace with hybrid). See our iron rankings for club-by-club recommendations.

What most golfers should drop

Three clubs that most recreational golfers carry but rarely hit well: 3-iron: Replace with a 3 or 4-hybrid. Hybrids launch higher, are more forgiving, and produce similar distance for 90% of golfers. See hybrid vs long iron. Lob wedge (60°): Most amateurs blade lob wedges more than they spin them. The sand wedge (54-56°) with an open face covers every shot the lob wedge does, with more forgiveness. 5-wood: If you already carry a 3-wood and a 3-hybrid, the 5-wood creates a distance overlap. Drop it and add a utility wedge (50°) instead — you will use it more.

Frequently Asked Questions

Can I carry more than 14 clubs?
No — the USGA and R&A limit is 14. Penalty: 2 strokes per hole (max 4) in stroke play, or loss of hole (max 2) in match play. Count your clubs before every round.
Do I have to carry exactly 14 clubs?
No — 14 is the maximum, not a requirement. You can play with fewer. Some golfers prefer 10-12 clubs for simplicity. As long as you do not exceed 14, you are within the rules.
Does a putter count as a club?
Yes — the putter is one of your 14 clubs. There is no exemption for the putter in the rules.
Can I switch clubs during a round?
No — you cannot add clubs during a round if you started with 14. You can replace a damaged club under Rule 4.1b(4) if it was damaged during normal play. You cannot borrow clubs from another player.
